Rada Approves Creation Of Civilian-Military Administrations To Replace Local Councils In Areas Of Donbas Liberated From Terrorists
The parliament has approved establishment of civilian-military administrations to replace local councils in the areas of the Donetsk and Luhansk region that have been liberated from terrorists, передаёт «ukranews.com».
The relevant draft law (No. 1855) was approved by 276 votes; only 226 votes were required for its approval.
The parliament approved the law "On Civilian-Military Administrations," which provides for establishment and operation of military and civil administration as a temporary government acting as part of the Anti-Terrorism Center of the Security Service of Ukraine.
These administrations are intended to ensure security and normalization of the lives of the population, the rule of law, participation in combating terrorist acts, and preventing a humanitarian disaster in the area of the anti-terrorist operation.
Civilian-military administrations can be created, if necessary, by the President of Ukraine.
All powers will be transferred to these administrations until the next local elections.
In particular, the administrations will manage communal properties in the relevant territories (excluding issues involving alienation, including alienation of public property through privatization or rent for more than one year and excluding alienation of communal land and rent of land plots for more than one year).
Not only military personnel, but also civilians that have economic experience and are capable of ensuring security and solving the humanitarian problems of the people living in the liberated territories, may be appointed into such administrations.
Their operations are to be financed with funds from the relevant local budgets.
Civilian-military administrations will exercise their powers until their operations are terminated on the opening day of the first session of the newly elected local council (or until the end of the antiterrorist operation in the case of creation of regional or district civilian-military administrations to ensure public order and safety).
This law expires one year after its publication.
The law may be extended by order of the President of Ukraine approved by the parliament.
In addition, the law ceases to be valid if martial law or a state of war is introduced in Ukraine or individual regions of the country.
